Brig Abel Kandiho Appointed to Head Kampala Security

 President Yoweri Kaguta Museveni who also doubles as the Commander In Chief of Armed Forces has instructed the chief of military of Military Intelligence (CMI) Brig Abel Kanduho to oversee and control all security agencies in Kampala and surrounding districts, this website has learnt.
According to our highly placed intelligence source, President Museveni instructed his blue eyed boy Brig Kanduho to control security in Kampala and surrounding districts on Friday during a security meeting held at State house Entebbe before he left for China.
The source said that President directed Kanduho to always give him weekly security reports even when he is China where he is attending China –Africa business forum.
The meeting according to State House sources the president abruptly summoned all security chiefs, Ministers and NRM CEC members attended in person. “The message to call all security chiefs and Ministers for a high classified security meeting was issued on Friday at around 1:00am and they were ordered to attend in person by 5:00pm,” a source at state house revealed to this investigating website.
The security source added that state house also instructed police to clear the Entebbe high for security chiefs to reach State House in time forcing traffic police to divert public vehicles for close to three hours to clear the way for security chiefs. By 5:30pm all security chiefs were at state house board room waiting for the President who was to address the meeting.
Those who attended included, Chief of Defense Forces Gen David Muhoozi, Inspector General of Police Martin Okoth Ochola, Commissioner of Prisons Dr Johnson Byabashaijja, ISO Boss Col Kaka Frank Bagyenda,CMI Boss Brig Abel Kanduho,Military police boss, Security minister Gen Elly Tumwine, Defense Minister Hon Adolf Mwesigwa, his Deputy Col Bright Rwamirama,Internal Affairs Minister Gen Jeje Odongo, NRM Sec Gen Kasule Justine Lumumba, Head of CID in Police AIGP Grace Akullo,Director Operations in police,AIGP Asuman Mugyenyi among others.
The source who was close to the meeting revealed to us that the President arrived at state house after 7:00pm clad in his full military uniform and first went to his special room where he spent almost 30 minutes preparing his notes and later stormed the board room where he chaired the meeting that that lasted close to six hours.
Security sources who were in the vicinity of the meeting told us that the President was furious to his security chiefs for failure to share intelligence briefs which he said is the cause of instability in Kampala and other areas by Bobi Wine supporters.
The meeting also blamed police especially the directorate of crime intelligence and CID for failure to monitor opposition figures and CID failing to prefer harsh charges against them. “If you cannot detect criminals before they commit crimes then prefer harsh charges against them such that when they appear in courts of law they are denied bail,” a source quoted tough talking President as saying during the meeting.
The military sources added that the President was annoyed by police and military police officers who beat up civilians and journalists in the recent city riots before the press which he said was very bad and shaming. The source added that the President blamed the commanders for the civilian beating and said they should be charged. “Those low ranking officers who were captured beating up journalists and other civilians in Kampala were under the command of who,” another source heard the President saying.
Another source said that President Museveni also accused his security chiefs for luck of skills and orders when they are handling rioters in Kampala and other parts of the Country. “If a riot erupts in Kampala do commanders have a brief before they lead officers to save the situation or they just jump on patrols and start beating up people,” he said. Museveni Appoints Brig Kanduho Sources added that after four hours of grilling, President Museveni said that he had directed CMI Chief Abel Kanduho to oversee security and control security and he reports to him directly. The source added that President Museveni revealed that police and ISO had failed to detect criminals and other people who sneak into the Country.
The commander in chief reportedly blamed ISO and Police for failure to detect some wrong people who enter Uganda from Congo and Rwanda with intentions of destabilizing Uganda. He also directed all security chiefs to have daily security meetings and give Kandiho brief every Friday before he meets the President. Kandiho Gives Directives Brig Kanduho has also directed that the entire security meeting must be held at Central Police Station in Kampala.
He says meeting will be headed by Commander of 1st Division and deputized by Commander KMP CP Kafeero Moses. The source said Kanduho instructed all security agencies to always send a representative on a daily basis and each must come up with security tip to be discussed in the meeting.
The CMI boss also instructed police and military police not to beat up civilians and Journalists during any riot. “Journalists and are always in riots because they are getting news and civilians are part of riots so never beat them up,” he instructed adding that all commanders must always be in control whenever there is a riot. He said that commanders must always defend the decision they give their juniors when controlling riots especially in the city. “If you instruct your team to spray tear gas or shoot live ammunitions during the riot, you must be able to defend during the meeting,” he said adding that commanders must always be active during the riot. He noted that some commanders just seat in patrols and leave the work to be done by their juniors who end up messing up the operations and that the habit must stop.
