District councils urged to plan for Vulnerable Populations

The government has warned district local governments that do not effectively plan  and for their communities that are largely marginalized because they are equal before God and mankind.

The caution has been made by a member of the equal opportunities commission (EOC) Wafula Sirabo Patrobas on Wednesday while addressing Mbale Municipality council leaders during  one day training workshop on capacity building for local governments on gender and equity planning and budgeting for the financial year 2018/2019.

The  was held at the council Chambers were Wafula cautioned leaders against abusing the national Equal Opportunities policy (2006) which among others emphasises promotion of equal opportunities by addressing issues and concerns of marginalization, discrimination, injustice,exclusion, unfairness and inequality in access to resources, services and benefits from government.

He urged the councils across the country to ensure that as they plan and do budgeting for their political spaces, they should bare in mind that vulnerable communities like refugees, children,disabled persons, the elderly, albino and the chronically sick should not be left out because it is their constitutional mandate to  access state driven services like education, health for all,access to economic empowerment programs among others.

Wafula noted that the  commission  officials are currently moving around the country trying to train local council leaders about the government driven system of  both planning and budgeting for their communities so that they not leave out key sections of the population.

“We would like  to notify you that as we move out  to train you about good budgeting principles as mandated by government,we exclusively urge you not to leave out these people and remember we shall return next financial year to follow up and assess your performance whether it measures to set standards, “ noted Wafula.

The town clerk Batanda Paul warned the councillors about the tough consequences in case they floated the set guidelines because the commission can direct government to withhold funding releases to your council which can breed tension.

The Mayor Mutwalib Mafabi Zandya commended the commission for the timely training session saying his council would effectively comply by way of implementing the guidelines.
